DALLAS, Texas – AFC Victory Fund today congratulated U.S. Senator Marsha Blackburn on her election as Tennessee's next governor, recognizing her longstanding record of supporting school choice at the state and federal levels. AFC Victory Fund endorsed Blackburn ahead of the election, citing her commitment to expanding educational opportunities for families.
Tennessee established its Education Freedom Scholarship (EFS) Program in 2025 and expanded it to 35,000 available scholarships for the 2026–27 school year. The Tennessee Department of Education reported more than 56,000 applications and a 99% renewal rate among eligible returning families, demonstrating demand beyond the program's available scholarships. Blackburn has committed to further expanding this successful state program to serve more families.
As a U.S. senator, Blackburn helped pass the federal Education Freedom Tax Credit (EFTC), which Tennessee has already opted into under current leadership. An estimated 94% of Tennessee K-12 students will be eligible for scholarships when the EFTC launches in January 2027.
